The garage, which is located on Bellefonte Street just north of Walnut Street, is designed to transition the character of the commercial district to the scale of the residential community that surrounds most of the building. The front and rear facades of the Garage are broken down into smaller segments which are of "townhouse" like proportions. Its openings are louvered so that it is an open parking structure that appears to be enclosed. The louvers are detailed so as to present an image of "windows", however, the louvers screen vehicle headlights and building lights within the garage from adjacent residences. All ramped decks are concealed from view to give the structure a horizontal/vertical geometry. The garage also incorporates several technical features that address both functional and life cycle cost concerns. All concrete parking decks are post-tensioned concrete slabs with a silica fume additive for increased density and resistance to road salt. The parking control equipment was Pittsburgh's first complete "pay-on-foot" installation in which customers pay for their parking using one of two automated pay stations located in the lobby. These stations are similar to automated bank teller machines and allow a customer to pay using cash, a charge card, a debit card or prepaid tickets. This system eliminates the need for one attendant and the collection booths at the exits. |
